Planning process

The NSW Department of Planning and Environment coordinated the public exhibition of the North Tuncurry Planning Proposal in mid-2022.

During the exhibition period Landcom hosted an information session at Club Forster. View the information presented here.

In March 2023, the NSW Minister for Planning approved the rezoning of the site.

Development will be staged over the next three decades to ensure housing is available to meet growth in the area.

Community consultation

We will continue working with the Lakkari Native Title Group, the Forster Tuncurry Golf Club and the local community as we plan and deliver progressive stages of development. There will be opportunities for people to provide feedback to inform the design of parks and playgrounds, public art and the management approach for the conservation area.

The project

Landcom’s North Tuncurry project is a major government initiative to provide sustainable housing in the NSW Mid North Coast region over the long term.

Designed to foster an active, healthy community and accommodate a diverse range of lifestyles, all homes will be located a few minutes’ walk to bushland, beach and beautiful open space.

The project will:

  • provide approximately 2,123 new homes to support population growth and provide greater housing choice, with a minimum of 10% of homes to be Affordable Housing
  • preserve and celebrate water within the development, through basins and ponds
  • conserve approximately 327 hectares of unique coastal ecology
  • improve access and connection to the foreshore and bushland via walking and cycling paths
  • provide easy access to the site via the Lakes Way, Northern Parkway, and a future extension of Beach Street
  • develop a village centre near the foreshore with surf lifesaving facilities
  • deliver a new community centre providing space for local residents to meet
  • upgrade the golf course and relocate the clubhouse to the village centre.

Design and sustainability

The project will celebrate the site's natural heritage, introduce a 'heritage trail' focused on Indigenous culture, and use locally sourced materials like stone and driftwood for landscaping.

Throughout planning, the project team has worked with the Indigenous Design Unit of the NSW Government Architect’s Office, the Lakkari Native Title group (Worimi and Biripi people) and Forster Local Aboriginal Land Council.

A climate change adaptation and resilience plan will help mitigate risks resulting from climate-related impacts by:

  • providing managed landscape areas around the development to minimise bushfire risk
  • preserving vegetation along the western edge of the site and a beach buffer on the eastern edge to accommodate any sea level changes
  • mitigating potential groundwater flooding through drainage that incorporates storage basins
  • improving water quality with drainage basins and swales to capture and filter rainfall
  • minimising impacts of extreme heat with light-coloured buildings, street furniture and play equipment, where possible
  • increasing tree planting and water features to help reduce temperatures in summer
  • orienting homes to improve natural ventilation.

Approximately 327 hectares of vegetation will be protected as a ‘stewardship site’ to conserve native coastal habitat.

Modelling shows that local roads and the bridge over Wallis Lake have capacity for additional traffic generated by the early stages of development.

Later stages of development will need key roads to be upgraded in accordance with MidCoast Council and Transport for NSW plans. We will contribute funding to these upgrades.
