Planning and construction

The first stage of the Bulli project is to prepare the site for redevelopment through demolition of existing buildings and remediation works. Current works involve removal of remaining building foundations and ground remediation. 

Proposed development

Working with our specialist consultants, we finalised the concept plan for how we intend to redevelop the site and in November 2023 lodged a development application (DA-2023/895) with Council for earthworks, landscaping and subdivision of lots for future homes. Council placed the development application, including the final concept plan and supporting documents, on public exhibition from 22 November to 6 December 2023. 

Pending approvals, we anticipate works to redevelop the site and the sale of the first housing lots will start in 2025.

The project

Landcom is transforming the former Bulli Hospital site with new open space and a mix of housing that diversifies and increases local housing options.

Featuring homes designed to blend with the character of the area, including terraces, duplexes, manor homes and freestanding houses, the project will help to provide greater choice, affordability and housing security for a range of new residents.

Located close to Bulli railway station and providing easy access to local schools, shops and community facilities, the Bulli project will suit a variety of households and incomes, with 10% of homes to be set aside as Affordable Rental Housing for low- and moderate-income workers.

Design & sustainability

The Bulli project reflects best practice principles for energy, water and waste management, celebrates and responds to the site’s landscape and topography, and recognises its history through landscape and urban design. Key features include:

  • a mix of freestanding homes, manor homes, semi-detached homes, terraces and above-garage studios, providing greater choice for different households' lifestyles, needs and budgets. Future homes will blend with the character and scale of the surrounding neighbourhood
  • a new hilltop park on the western edge of the site, with features which could include play equipment, picnic facilities and a viewing area towards the coast
  • through-site pedestrian links that make it easier to walk about the area
  • a new internal loop street off Hospital Road and a connecting laneway, with the majority of homes accessible from the new internal street which will have landscaped verges and on-street parking
  • information displays, interpretive signage and reuse of materials from the former hospital buildings to honour the site’s history, including reinterpretation of the historic entrance gates to form a new entry feature wall and old bricks integrated in boundary and retaining walls
  • extensive planting of native trees, shrubs and grasses within the new park, verges of the new internal street, and along part of Hospital Road
  • water management integrated in the landscape, with terraced rain gardens and stormwater retention basins which feature low-maintenance native plants and complement nearby bushland.
